Second place, and it is meant as a compliment. Northwest prints its prices, staffs its phones with people, and was arguing for address privacy back when most of the field treated it as a niche concern. Two caveats attach to the headline. That free opening year only comes attached to a formation order; standing alone, agent service starts at $125 a year. Their reduced $100 rate per state is reserved for portfolios of five registrations and up, and a Wyoming-only company never gets there. So $125 is the recurring reality for readers here, $26 over us each time it comes due.
3. BetterLegal
The lowest published number on the slate belongs to BetterLegal: $90 a year, confirmed in July 2026 as the renewal rate. Missing from that confirmation is any statement of what the opening year costs. On a page assembled out of published prices, a partly published price cannot outrank a fully published one, which is why $90 sits at three rather than one. Get to their checkout, read what the first year actually costs, and if the answer suits you, then a very low-priced agent is exactly what you have found, and we are not going to pretend otherwise.
4. Rocket Lawyer
A flat $125 a year, identical on every membership tier, with no introductory rate anywhere in the structure. That is unusually straight pricing for this industry and it earns credit. The catch is not the price. It is what the product actually is. Rocket Lawyer's business is a legal subscription, with agent duties as one component sitting next to document templates and attorney time. Use the rest of it and $125 is fair value. Use only the agent piece and you are renting a whole suite in order to occupy one room.
5. ZenBusiness
The best-looking software in this group, and we will say so plainly. Then read the terms. Bought as a standalone agent product, the first year is $99 plus state fees and every year after that is $199. The renewal is the number that matters, because you will pay it far more often than you pay the intro. At $199, the interface works out to $100 a year more than our flat rate.
6. Bizee (formerly Incfile)
Incfile under its old name, Bizee under the current one, and the offer has not shifted: agent service free with formation for somewhere between three and twelve months depending on the package. Genuine savings if Bizee was handling your formation anyway. The risk is the handover. Once the free period runs out, standalone service is $149 a year, and free periods end quietly. Nobody sends a bill for months that cost nothing, which is exactly why the first paid one takes owners by surprise.
7. LegalZoom
$249 a year, auto-renewing, no first-year discount located in July 2026, and the highest flat rate on the slate. What the money buys is recognition, and recognition is worth something. What it does not buy is a stronger position under Wyoming law. The statute asks the same of every agent regardless of price: a street address in the state, and a person standing at it who can accept what gets delivered. A $249 agent and a $90 agent face an identical test.
8. Swyft Filings
The $149 Swyft advertises is a quarterly charge. Four of them make a year, which annualizes near $596, the highest true cost anywhere on this page, and no opening discount turned up to offset it. Quarterly pricing works because $149 looks small in isolation. Repeated on a schedule, it is the same money. Twelve months with Swyft costs about what six years with us would.
9. Inc Authority
Free for the first twelve months, then unstated. We read the homepage, the premium package pages, and the FAQ in July 2026. No renewal price appeared in print on any of them, which generally means it gets said out loud rather than written down. Last place is what an unpublished price earns on a page that ranks by published prices. The free year is genuine. The silence after it is the part worth thinking about.
Who Wyoming Lets Hold the Appointment
W.S. 17-28-101 sets the standard, and Wyoming set it higher than nearly anywhere. Your registered office has to be a street address in Wyoming, and the statute treats that address as a real place: the agent, or a natural person acting under an agency relationship with that agent, has to be able to receive service of process there and, in the statute's phrasing, is physically present at that location. Presence is the operative word and it lives in the text, not in somebody's commentary on the text. The state's own form draws the boundaries around it. A drop box fails. A PO box is permitted only alongside the physical address. W.S. 17-29-113 keeps the obligation running for as long as the LLC exists.
The eligible list runs four deep:
- An individual 18 or older living in Wyoming, whose business office is identical to the registered office
- A domestic business entity at that same identical office, which has signed an agency agreement in writing with an individual who takes delivery of process for it
- A foreign entity authorized to transact business in Wyoming, on identical terms
- A commercial agent that has completed the registration W.S. 17-28-105 requires of anyone serving more than ten entities
Note what is absent from that list. The LLC cannot take the role itself. A third party always occupies the position in Wyoming, which is a large part of why nine services compete to fill it. The statute text sits inside Title 17 for anyone who wants to read it directly.
Two facts explain the strictness. Wyoming puts unusually little owner information on public view, and the LLC annual report never asks for members or managers, so the agent's name and street address end up doing most of the identifying work on the public file. Meanwhile a great many Wyoming companies belong to people who have never lived in the state. Pair a sparse record with a distant owner and a lawsuit needs a guaranteed landing point, which is what the presence requirement constructs. That is a description of the record and the statute, not tax advice and not a promise of anonymity.
Forming from scratch costs $100 for the Articles of Organization, an amount fixed by statute rather than set by the office. Wyoming will not treat that filing as complete without a signed Consent to Appointment by Registered Agent attached to it, so your agent is part of the paperwork from the first minute the company exists. Filing online adds a small card-processing fee; mailing a check avoids it.
Changing Agents Costs Five Dollars
One filing ends the relationship. Wyoming titles it the Appointment of New Registered Agent and Office, there is no form number to cite because Wyoming does not number these documents, and the Business Division charges $5 to record it. Very few states ask less.
Two things to plan around. The change form is paper, mailed with a check, and Wyoming does not permit expedited processing on it, so budget a few weeks rather than a few days. And the annual report will not do this job for you: it displays your agent without letting you edit the entry, so an agent change always travels as its own separate document. Your Report Is Due on the First, Not the Last

Order HereWyoming's yearly obligation is an annual report bundled with a license tax, due on the first day of your anniversary month. Not the last day. Most anniversary-month states hand you the whole month; Wyoming hands you the first date on the calendar page, and owners running on the ordinary assumption find out about the difference late. Filing may begin 120 days ahead of that date, and no sooner.
What you owe is whichever is larger, $60 or $0.0002 for every dollar of assets the company has located and employed in Wyoming. Under $300,000 in Wyoming assets, it is $60 and nothing more. Above that, the formula takes over, and once the result passes $500 Wyoming switches off online filing and requires the report by mail. There is no late fee, which sounds generous until you read the alternative: fall 60 days past the deadline and the state can administratively dissolve the LLC under W.S. 17-29-705. Reinstatement remains available for two years, and then it does not.
A deadline nobody else in the state shares, a fee computed off your own balance sheet, and a notice that arrives at the registered office. Those three together are why the agent you appoint should be one who reads mail promptly and tells you what came.
